Longtime brutal foe of OWS, NYPD Dep Insp Ed Winski back to old tricks again

Deputy Inspector Ed Winksi, known to aggressively arrest activists for exercising Freedoms of Assembly and Speech, was present for questionable arrests during #NMOS14 NYC

Promoted up the NYPD ranks from Captain to Deputy Inspector in reward for his tactics and methods to suppress activists, Winski has earned the ire of advocates for free speech

New York Police Department Deputy Inspector Ed Winski was present for at least one false arrest of activists taking part in the Manhattan event in coordination with last night's National Moment of Silence in remembrance of the victims of police brutality. The #NMOS14, as the national events were tagged on Twitter, inspired similar demonstrations across the United States after police in Ferguson, Missouri, shot an unarmed Black teenager, Michael Brown, on Aug. 9. Mr. Brown's murder by police was preceded by the murder of another Black man, Eric Garner, this time by NYPD, on July 17. Both cases have stirred passions for an overhaul of discriminatory and militarized policing tactics.

Dep. Insp. Winski can be seen in the above Vine video as the "white shirt" police officer, who is standing behind another white shirt officer on the left. Ironically, Dep. Insp. Winski oversaw what activists are now calling a false arrest during the #NMOS14 NYC demonstration that was meant to draw attention to racially-motivated policing tactics.

Dep. Insp. Winksi was first identified in a blog post by the political blogger Suzannah B. Troy in the above viral video originally uploaded to the Vine account of ReQ Cartier.

Deputy Inspector Winksi is the subject of a Change.org petition started 2 years ago, calling for the mayor of New York City to fire the out-of-control police officer.

Many police reform activists have decried the fact that the city's new mayor, Bill de Blasio, has kept Dep. Insp. Winksi amongst the NYPD's top ranks. Mayor de Blasio campaigned last year on a promise to overhaul the NYPD, but since his election last November, the then-mayor-elect made the regressive appointment of William Bratton as police commissioner. The mayor further raised raising questions about his commitment to overhauling the NYPD when he defended Commissioner Bratton's use of a disputed theory of policing known as Broken Windows, which targets people of color and low-income communities for over-policing. Many police reform activists view Commissioner Bratton's use of Broken Windows as a replacement for the discredited NYPD tactic of stop-and-frisk, which was recently ruled to be unconstitutional. Commissioner Bratton's controversial appointment flew in the face of Mayor de Blasio's promise to end racially-motivated policing tactics that target people of color and low-income communities.

That Dep. Insp. Winski is back to his old tricks only adds to the impression being made by police reform activists that Mayor de Blasio basically exploited his bi-racial family, most prominently his son, Dante, in a focus-group tested campaign commercial just to win last year's mayoral election, and that Mayor de Blasio never had any serious intention to overhaul the NYPD, much less to either end the pattern of false arrests of activists, to end the over-policing of people of color and low-income communities, or to establish a commission to investigate corruption by the NYPD including its Internal Affairs Bureau.

Bratton seeks to continue Kelly's police policies, in spite of civil rights concerns

Why does the New York City Council fund police tactics that violate the Civil Rights Act ?

NYPD Commissioner William Bratton "has signaled few dramatic changes in policy from his predecessor," Capital New York reported last week, but he has focused "his efforts on boosting the department’s image in the eyes of the City Council... ."

In his first testimony before the New York City Council, Commissioner Bratton expressed a desire to boost the number of police officers, saying that he though the size of the police force was "too small," which represents a contradiction to statements he made upon his formal appointment, when Commissioner Bratton had said that he was satisfied with the number of NYPD officers.

Some police reform activists note that Commissioner Bratton has notified the City Council that "continuity" of former Commissioner Ray Kelly's controversial policies is the primary goal of his administration. As if to gut the hopes of police reform activists, who had pinned their dreams of ending controversial police tactics, Commissioner Bratton observed in gratitude that the City Council, which is led by Speaker Melissa Mark-Viverito, was the most friendly municipal legislature with which he's ever worked.

Police reform activists have expressed concern that the City Council will abdicate its duty to hold the police commissioner accountable for enacting reforms.

At a town hall meeting last week of the Police Reform Organizing Project, it appeared that PROP Director Robert Gangi, pictured, kept saying that it was incumbent upon community groups to hold Commissioner Bratton accountable for enacting reforms that would end the police force's violations of civil liberties and civil rights, but Mr. Gangi seemed to avoid embracing any call to actually hold the commissioner's, the mayor's, or City Councilmembers' feet to the fire, even as some panel members at last week's town hall urged police reform activists to focus on continued civil rights violations apparent in NYPD tactics. After hearing Mr. Gangi congratulate Mayor Bill de Blasio in absentia for having a "progressive" record, one audience member pointed out during the question-and-answer period that Mayor de Blasio arguably made the most "regressive" police commissioner appointment by selecting Mr. Bratton.

Each year, the mayor and the City Council approve the NYPD's budget, usually with little to no oversight, thereby funding the police force's most controversial tactics and programs, even the ones that are eventually ruled by federal courts to violate the civil liberties and civil rights of innocent New Yorkers.

In the time leading up to last year's mayoral campaign, police reform activists staged numerous protests against the police force's unconstitutional program known as stop-and-frisk. At one protest in Jackson Heights, Queens, activists highlighted former City Council Speaker Christine Quinn's practise of fully funding controversial police tactics that appeared to violate the Civil Rights Act of 1964 with complete impunity.

What does dropping NYC stop-and-frisk appeal change about NYPD discrimination ?

Before Bill de Blasio dropped the appeal today, he had said that stop-and-frisk was no longer a problem, because Bloomberg and Kelly had already lowered it. Dropping the appeal was good, but what really changed ?

Today's press conference overshadowed the nomination hearing of the new Department of Investigations chief, who said that the mayor will have an input in deciding who the new NYPD Inspector General will be. Also overshadowed today was a protest outside NYPD, calling for justice in the beating death of a Islan Nettles, a transgender woman of color.

The whole fight for NYPD reform began because we need independent oversight of the police. Dropping the appeal changes nothing, because it was already a fait accompli.

Bill de Blasio and Bill Bratton are already acting as if there will be no real police oversight, even as the community continues to demand justice for minorities.

Ydanis Rodriquez and Jumaane Williams Confronted on Bratton Appointment

Activists critical of Mayor-elect Bill de Blasio's appointment of William Bratton as NYPD commissioner confronted Councilmembers Ydanis Rodriquez and Jumaane Williams on the steps of City Hall on Tuesday, Dec. 10. Some of the activists included family members of people murdered by police when Mr. Bratton was first Police Commissioner, from 1994 to 1996.

When activists asked Councilmember Rodriguez what he thought of the Bratton appointment, Mr. Rodriguez responded by saying, "I support the mayor," shocking the conscience of activists.

"You support the mayor ?" one activist asked, having to repeat Mr. Rodriguez's statement, because Mr. Rodriguez was only recently a very visible critic of abusive NYPD policies, such as stop-and-frisk. The one activist continued, "You support the mayor, when you used to march with us [against] police brutality ?"

Indeed, on Feb. 29, 2012, blogger and activist Javier Soriano reported that Mr. Rodriguez stood alongside Councilmember Williams at a demonstration in support of NYPD reform legislation. (New Yorkers United to End Stop-and-Frisk and Discriminatory Policing * JavierSoriano.com)

Yet, Mr. Rodriguez was now supporting the Bratton appointment, which reform activists view as a betrayal of community demands to end the state-sponsored forms of racism that are at the crux of stop-and-frisk and police brutality, which have been sources of conflict in Bratton's history.

"What a hypocrite," another activist shouted at Mr. Rodriguez. Through other jeers, still yet another activist is heard telling Mr. Rodriguez, "You support the people, who have no respect for human rights."

Mr. Bratton's selection to succeed Ray Kelly as NYPD commish has been Mr. de Blasio's first administration scandal, triggering a wave of protests weeks before Mr. de Blasio is set to be sworn into office. It appears that the mayor-elect is breaking a major campaign promise to "end the stop-and-frisk era." The betrayal comes from the fact that Mr. Bratton has been described as the "architect of stop-and-frisk," and he has had a controversial record in Los Angeles, where he was once police chief, and other municipalities, where he has served as an outside consultant to other police forces. One would never have guessed from Mr. de Blasio's campaign propaganda against stop-and-frisk that Mr. de Blasio's pick to lead the NYPD would be the "architect of stop-and-frisk." Already Mr. de Blasio has reacted with cunning calculation against the stop-and-frisk protesters by thwarting their First Amendment rights to protest by deploying both NYPD and FDNY resources. (Did Bill de Blasio misuse FDNY Fire Drill To Thwart Stop-And-Frisk Protest ?)

Back on the steps of City Hall, when activists noticed Mr. Williams, they swarmed around him. One activist pointed out Mr. Williams' duplicitous support for Mr. de Blasio's pick to lead the NYPD. "Look at what they did to you," one activist said, adding, "Do you think they care about you ?"

This was a reference to the egregious incident when the NYPD detained Mr. Williams for no other reason than the color of his skin. (Police Detain Brooklyn Councilman at West Indian Parade)

Activists are trying to appeal to the conscience of past reform leaders, who used to call for an end of racism and brutality by the troubled police department. But many activists see the past reform leaders being paid off with appointments, City Council slush funds, lucrative Council chairmanships, or promises of increased power, authority, or influence under the incoming de Blasio administration as some reasons why past reform leaders are turning their backs on previous commitments to reform.

The struggle over the next top cop comes at a challenging time for a police force beset by a ticket-fixing scandal, continuing controversy over the city's appeal of a landmark stop-and-frisk court ruling, and allegations of malicious motivations to interfere with freedom of the press. The incoming de Blasio administration would love nothing better than to quiet down any community backlash to his appointment of Bratton.

The Two Tales Of The Two Bills

There are two stories that the two Bills are telling.

The first Bill (de Blasio) started out saying that he would put an end to the "stop-and-frisk era" during the mayoral campaign, but now the story that de Blasio is telling is that stop-and-frisk is a valid police tactic, in spite of the racial profiling, false arrests, and ruined lives it causes.

The second Bill (Bratton) was the grand-daddy of stop-and-frisk in New York City, under General Rudolph Giuliani, and Bratton has been saying on MSNBC how the police have to do stop-and-frisk, no matter what, but now this week-end Bratton was chauffeured over to Rev. Al Sharpton's, where Bratton said that, “Your police force will be respectful," adding, "It will practice what Mandela preached.”

Somebody on Twitter tweeted, "DeBlasio rode a wave of support generated by civil rights & racial justice activists for whom Bratton is a slap in the face. Painful to see."

Well, activists are now planning a protest Monday night against the two tales of the two Bills.

After Bill de Blasio barely won the Democratic primary with about 40 percent of the vote, top aide to Christine Quinn complained about a controversial TV advertisement broadcast by the de Blasio campaign, featuring his son, Dante.

"That ad killed us," the Quinn aide groused, anonymously, to The Daily Beast.

“He’s the only Democrat with the guts to really break from the Bloomberg years,” Dante promised in the TV commercial, adding, "And he is the only one who will end a stop-and-frisk era that unfairly targets people of color."

The controversial de Blasio campaign ad featuring his son, Dante, was widely reported to be one factor that helped his campaign surge following the implosions of the Quinn and Anthony Weiner campaigns. But now that de Blasio has appointed Bill Bratton to become the next NYPD commish, critics question the promises made by de Blasio -- and his son -- that de Blasio would end the "stop-and-frisk era."

Bratton shot up to fame by driving down crime based on his "reliance on 'stop-and-frisk,' in which officers detain individuals they deem to be suspicious and search them for guns, and which has been linked to racial profiling by critics," reported KQED News.

A student-led backlash to NYPD Police Commish Ray Kelly speaking at the Taubman Center for Public Policy at Brown University had been brewing for days, The Wall Street Journal reported. Several student groups and Providence residents attempted to get the university to rescind Mr. Kelly's invitation, which was denied. "Mr. Kelly has been heralded for bringing crime in New York City to the lowest point in more than 50 years, but he has also been in the spotlight after a federal judge ruled that the NYPD's stop-and-frisk practice was unconstitutional because it disproportionately targets minorities," The Wall Street Journal report added. Watch the video of the heckling. One student shouts, "Racism is not for debate !"

During the recent Democratic primary race for the next mayoral administration in New York City, Mr. Kelly became the intense focus of criticism when former primary front-runner Christine Quinn expressed her unflinching support for Mr. Kelly's unconstitutional policies of racism and police brutality. Controversies over police procedures has been a hallmark of the Bloomberg-Quinn administration.

Christina Gonzalez Arrested For Being Poor

Christina Gonzalez, the community activist who is running for New York City Council, seems to have been targeted for arrest once again by police yesterday. Here is a recent video of a campaign speech.

Ms. Gonzalez was arrested on Monday, September 24, 2013, for asking for a swipe into the subway system. The persons, who she asked, were police officers and subway employees. Here is a video showing NYPD officers putting Ms. Gonzalez into a police vehicle.

Ms. Gonzalez is a prolific activist with a long record of protesting brutality and other controversial police procedures, such as the unconstitutional policy known as stop-and-frisk. Because of her visibility and criticism, many in the community believe that she has been targeted by police and the justice system for retribution and hostility.

Correction : This post was updated to correct information about the dress and identity of the people whom Ms. Gonzalez approached for a fee subway swipe. The people were police officers and subway employees, not undercover police officers as initially reported.

For 15 years, voters had to suffer through Christine Quinn's self-interested dealings as she hitched her political wagon to Mayor Michael Bloomberg. Speaker Quinn's close working relationship with Mayor Bloomberg is turning off voters from supporting her mayoral campaign. Now that Speaker Quinn is desperate to rescue her political future, she is about to throw Mayor Bloomberg and his legacy under the bus. Her efforts to divorce herself from Mayor Bloomberg may be too little, too late.

A new video posted on YouTube takes a satirical look of New York City Council Speaker Christine Quinn’s political record. The video is set to a Karaoke recording of ''Moving On Up'' -- the famous theme song from the hit sitcom, The Jeffersons, and the video uses sarcasm when Speaker Quinn denies some of the most controversial political choices she’s made.

Among the issues addressed in this short video are :

  • the $30,000 in campaign contributions Speaker Quinn accepted from Rudin Management Company, which basically foreclosed on St. Vincent’s Hospital ;
  • Speaker Quinn’s controversial support for police commissioner Ray Kelly, who oversaw a culture of racism and brutality at the NYPD ;

A new video posted on YouTube shows New York City Council Speaker Christine Quinn heaping praise on NYPD Commissioner Ray Kelly, even though the NYPD has had a record of racism and brutality under Commissioner Kelly. The new YouTube video shows six real examples of how law enforcement officers have a pattern of using excessive force.

"Then there was Christine Quinn, notorious for her vow to offer Police Commissioner Ray Kelly the same job. Perhaps she just is not that angry about how Kelly has treated Muslims and people of color New Yorkers, whether gay or straight. But the NYPD has also directly profiled queer people. It’s common for transgender and non-gender-conforming people to be stopped and arrested for prostitution simply for carrying condoms, and until recently many trans people were afraid to carry condoms for fear they could be used as evidence against them in court. I’m not alone in my ire for Quinn or my sense that she’s a flip-flopper (e.g., she voted no on 1080, but yes on 1079). There was even an “LGBT against Quinn” contingent at last weekend’s pride march. How depressing that a host of prominent gay and lesbians groups and activists—most recently Edith Windsor herself—have endorsed Quinn’s run for mayor. That’s homonationalism in action."

New York City Democratic mayoral candidate Bill Thompson’s restrained approach to ending stop-and-frisk policing has paid dividends with the endorsement from a coalition of city law-enforcement unions, the NYTimes writes. (via City & State First Read)

Jumaane D. Williams, a city councilman from Brooklyn who has sponsored legislation against stop-and-frisk tactics, bluntly suggested that Mr. Thompson was taking the allegiance of black voters for granted.

“I think he believes that the color of his skin is what’s needed to get to communities of color, rather than standing on the correct substance of issues,” he said.

Last week, Mayor Michael Bloomberg's media office issued PR-135-13, his press release to kick-off the tenth annual "Immigrant Heritage Week Celebration." The press release also announced that Mayor Bloomberg would present his "American Dreamer Awards" to New Yorkers, who are "improving the lives of immigrants." Declared an official, annual celebration by Mayor Bloomberg, the Immigrant Heritage Week Celebration purports to honor the experiences and contributions of immigrants in New York City.

Too bad that Mayor Bloomberg won't ever receive one of those "American Dreamer Awards," given how he likes to profile, target, and illegally stop and frisk immigrants in New York City.

Nobody needs to look any further than Mayor Bloomberg's remarks from today.

"In the wake of the Boston Marathon bombings, Mayor Michael Bloomberg said Monday the country’s interpretation of the Constitution will 'have to change' to allow for greater security to stave off future attacks," reported Jill Colvin for Politicker.

In Mayor Bloomberg's mind, paying lip service by press release for the Immigrant Heritage Week Celebration and the American Dreamer Awards is political cover for targeting the immigrant community for terrorism scapegoating.

Christine Quinn No Show At Jackson Heights Mayoral Forum

Several activists stood outside the Jewish Center in Jackson Heights tonight, to protest Christine Quinn's dismal record on LGBT equality, NYPD discrimination, and restrictions on the use of birth control.

Tonight's protest, which had been announced well in advance, was a success, activists said, because Christine Quinn cancelled her appearance at this forum.

Tonight's mayoral forum was sponsored by the New Visions Democratic Club, by the Lesbian Gay Democratic Club of Queens, and by City Councilmember Daniel Dromm.

Activists distributed over 300 flyers outside of tonight's mayoral forum. In their interaction with passers-by and with the attendees at tonight's mayoral form, activists often mentioned how Christine Quinn was primarily responsible for extending term limits to allow Mayor Michael Bloomberg to steal a third term, how Christine Quinn's use of slush funds creates a culture of corruption in City Hall, and how Christine Quinn has failed to hold the NYPD accountable for discriminating against innocent New Yorkers.

LGBT activists question why Christine Quinn, who is the highest elected openly LGBT politician in New York City politics, does not stand up to the NYPD. The NYPD have demonstrated a pattern of discriminating and falsely arresting innocent LGBT New Yorkers if they carry condoms. Police claim that if LGBT New Yorkers carry condoms, then the condoms are evidence that LGBT New Yorkers are engaged in prostitution.

Activists displayed a banner, which portrayed a condom locked in a handcuff to represent how NYPD are trying to crack down on safe sex practices -- forcing us to return to backward Victorian times.

How can Christine Quinn support this kind of crackdown on the use of prophylactics, if the fact that prophylactics and birth control because legal in 1965 only after decades of attempts by Planned Parenthood to make it legal for people to use contraception.

But that's not all. The NYPD policy on stop-and-frisk also deliberately targets transgenders ; meanwhile, Christine Quinn does not hold the NYPD for discriminating against the LGBT community. The stop-and-frisk program discriminates, and, as a consequence, the City of New York ends up paying hundreds of millions in damages for violating the civil rights of innocent New Yorkers.

What a disgrace for the NYPD to menace the LGBT community like this. In an article in The New York Times last week-end, it was notable that no LGBT leader in this city was quoted here to denounce the institutional discrimination by the NYPD of LGBT New Yorkers. Most notable was the absence or silence by Christine Quinn, the highest elected LGBT official in New York City politics. She is somebody, who has a sensibility of what it means to be treated different because of her identity as a woman and as a lesbian. And yet she has said nothing about how the NYPD treats others in the LGBT community solely based on their identity. The NYPD are arresting gays, lesbians, transgenders, and other gender non-conforming New Yorkers as part of their stop-and-frisk dragnet, and increasingly they are charging people, who do not conform to gender roles, with criminality. Christine Quinn is not quoted in this article. How odd is it for the city's highest ranking LGBT official to not be visible, to be outraged by this crisis ? Or is her absence intentional ?

What a disgrace for the NYPD to menace the LGBT community like this. In an article of such gravity, it is notable that no LGBT leader in this city is quoted here to denounce the institutional discrimination by the NYPD of LGBT New Yorkers. Most notable is the absence or silence by Christine Quinn, the highest elected LGBT official in New York City politics. She is somebody, who has a sensibility of what it means to be treated different because of her identity as a woman and as a lesbian. And yet she says nothing about how the NYPD treats others in the LGBT community solely based on their identity. Christine Quinn, who is speaker of the New York City Council, each year approves the NYPD budget without defunding the unconstitutional stop-and-frisk policy, but Speaker Quinn has become silent about how the NYPD menace the LGBT community. Some observe that her actions enable the NYPD to continue to use stop-and-frisk against the LGBT community, because Speaker Quinn is seeking the endorsement of the police union in her campaign for mayor.

Quinn No Show At LGBTQ Rally Against Stop And Frisk Outside Floyd Trial

Christine Quinn Was A No-Show At LGBTQ Rally

At Thursday's rally by LGBTQ groups outside the U.S. District Courthouse at 500 Pearl Street, where the Floyd v. City of New York class-action, stop-and-frisk trial was in progress, only one mayoral candidate showed up to express solidarity -- and to renew a call for an end to stop-and-frisk. And it wasn't Christine Quinn.

Thank you, John Liu, for showing leadership, courage, and solidarity with the LGBTQ community.

Maybe New York City Council Speaker Christine Quinn has not been able to hear the pleas from the LGBTQ community, because her office is soundproofed ?

During Michael Bloomberg's three terms as mayor, over 5 million New Yorkers have been stopped and frisked. During the over-lapping time that Christine Quinn has been Speaker of the City Council, over 3.9 million New Yorkers have been stopped and frisked.

Many politicians act powerless in the face of the NYPD's use of brutality, discrimination, and excessive force, but the members of the City Council, which each year approve the NYPD budget, simply rubber stamp Mayor Michael Bloomberg's attack on due process, the Bill of Rights, other civil rights, and civil liberties. If the City Council actually stood up to the mayor in the budget process, then maybe the City Council could legislate change without having to use the court system, like what is happening right now in the Floyd trial, a lawsuit that is challenging the NYPD's unconstitutional stop-and-frisk practices.

The description at Thursday's rally by members of various LGBTQ groups of how the NYPD target, harass, and even falsely arrest LGBTQ New Yorkers was tragic, and the pleas for help were compelling. But one must wonder why Speaker Quinn was absent from the rally, why Speaker Quinn did not express solidarity with the LTGBQ community's efforts to end stop-and-frisk, and why the Floyd trial was being used as a backdrop for this demonstration ?

Because so many non-profits took part in Thursday's rally, one must wonder if an explanation of the lock-step could not be found in a demand for an election year political favour ? We know that how Mayor Bloomberg and Speaker Quinn manufacture political patronage support is by making private donations or distributing discretionary City Council funds, respectively. Were the members of the LGBTQ groups manipulated into showing up outside the Floyd trial in order to distract from the fact that Speaker Quinn supports stop-and-frisk and has expressed her desire to continue NYPD Commish Ray Kelly's policies of harassment, profiling, discrimination, and brutality ?

Indeed, last December, activists in Jackson Heights organised a demonstration to highlight Speaker Quinn's failure to end stop-and-frisk. Speaker Quinn is a high-profile LGBT leader, but she turns her back on LGBTQ New Yorkers, who are deliberately profiled and targeted for harassment and arrest by the NYPD, said activists during last December's demonstration.

Griswold v. Connecticut, 381 U.S. 479 (1965), is a landmark case in which the Supreme Court of the United States ruled that the Constitution protected a right to privacy. The case involved a Connecticut law that prohibited the use of contraceptives. Fast-forward to 2013, and we find the NYPD is arresting people for carrying prophylactics. What's going on here ?

The NYPD profiles average law-abiding New Yorkers based on age, gender, race, religion, and sexual orientation. That's nothing new.

We already know that the NYPD targets transgenders for stop-and-frisks at more than double the rate of rest of the population in some neighborhood.

The harassment of innocent people carrying condoms has now reached absurd levels that some claim that the NYPD's discriminatory use of stop and frisk and arrests over the carrying of birth control may pose a risk to public health.

"Those who have been targeted by the police, or who know people who have, are so afraid of carrying condoms that they often don't," The Village Voice has reported.

"In a 2012 study by the Sex Workers Project and the PROS Network, a New York City coalition of sex workers, organizers, and service providers, close to half of the participants reported not carrying condoms at some point out of fear of police repercussions. Among participants who identified as either transgender female or another gender identity besides male or female, the rate was a staggering 75 percent," The Village Voice has reported.

"The New York City Department of Health has been giving away free condoms since 1971, and has made condom distribution a centerpiece of its public-health program over the past six years," added The Village Voice.

"The Department of Health is flooding the city with free condoms, and the police department is using those very condoms to make the quality-of-life arrests that are clogging the courts. It is difficult to avoid the impression that the NYPD is deliberately seeking to increase quality-of-life arrests—perhaps even meet quotas—with arrests that are blatantly at odds with the city’s own public-health policy," The Village Voice has reported.

New York City Council Speaker Christine Quinn looks the other way, because she wants to stay in good standing with Police Commish Raymond Kelly. She puts political expediency over privacy and civil rights.
