Wave of ethics scandals threatens to engulf Queens Library, and its leadership

Not even Councilmembers with former leadership posts at the corrupt Queens Library can reign in rampant public corruption at the troubled lending library

Just hours after Gov. Andrew Cuomo signed an emergency bill into law, giving Mayor Bill de Blasio and Queens Borough President Melinda Katz powers to remove from office the corrupt Trustees of the troubled Queens Borough Public Library, the Editorial Board of The New York Daily News published a scathing editorial, encouraging the mayor and the Queens beep to do exactly that.

The Editorial Board wants the Queens Library Board of Trustees to be held accountable for the charges of corruption against the nonprofit's president, Thomas Galante.

"De Blasio and Katz must sack all those who aided and abetted Galante and appoint top-notch replacements, who will open the library’s internal workings under him to full scrutiny before paying him a penny."

Can the Queens Library survive this ethics and financial scandal ?

Queens Library President Galante has seen his management of the lending library come under immense scrutiny once it was reported by The New York Daily News that he was earning nearly $400,000 per year, enjoying six-figure office renovations, and receiving other perks, including a reported $37,000 annual car allowance. Mr. Galante was seen as perversely milking the Queens Library dry at the same time that the lending library was laying off low-paid employees. A report in The New York Daily News indicated that the Queens Library has eliminated nearly 130 jobs over the past five years. Not even Councilmember Jimmy Van Bramer, who formerly served in the leadership of the Queens Library, was able to hold his former colleagues accountable for the wave of ethics scandals that now threaten to engulf the Board Members of the troubled lending library.

Queens residents don't know how the Queens Library can survive a scandal of these proportions if its nonprofit trustees failed to each of keep a check on its governance, administer "normal" compensation for its executives, propose and award construction contracts based on sound business judgement, and reasonably determine other perks, such as the awarding of car allowances. According to a report by a library watchdog group, the Queens Library is "currently under investigation by the U.S. Attorney’s Office, the Federal Bureau of Investigation and city Department of Investigation."

Strategically-important community nonprofits in New York City, which have collapsed in recent years under governance and financial scandals, include the Bronx Community Pride Center and People of Color in Crisis, or POCC.

The swift passage of the Queens Library reform bill through the corrupt state legislature and Gov. Cuomo's swift enactment shows that there is a way for Albany to clean up public corruption in New York State. Many New York City-based political bloggers and reform activists wonder why does one lending library in Queens receive this kind of rapid response, but the public corruption scandals playing out right now from City Hall all the way up to Albany get no immediate legislative attention at all.

Jimmy Van Bramer Queens Public Library Corruption Backlash

Last week, New York City Councilmember Jimmy Van Bramer (D-Sunnyside) was interviewed by NY1 concerning his new appointment as Majority Leader for the City Council.

In the interview, the new Majority Leader bragged that he worked for 11 years for the Queens Public Library as a community organizer, adding that he "really, really believes in good government." In the interview, Councilmember Van Bramer added that he cared about libraries, noting that he considered cultural services "dear" to his heart and to the heart of Queens.

However, muckraking journalist Juan Gonzalez published a scathing report in The New York Daily News on Monday, detailing how the library's president Thomas Galante was paid more than $390,000.00 and wasted $140,000.00 to renovate his offices at the Central Library. Meanwhile, the library president cut nearly 130 library jobs over the past five years.

When Councilmember Van Bramer learned about the scandal at the Queens Public Library, he figuratively hit the roof, telling The New York Daily News on Tuesday that, "It hurts the library in so many ways to have this happen, which just infuriates me," adding, "We need to ask the tough questions and get the answers about the nature of this spending."

The New York Daily New report noted that the City Council planned to hold a hearing into the Queens Public Library's financial scandal.

But by Wednesday, Councilmember Van Bramer had triggered controversy in his own right over his demand for controlling the City Council hearing. Some of his fellow councilmembers from Queens "questioned whether his ties to the Queens Library would compromise his ability to conduct a hearing on the library's finances," The New York Daily New reported. Mr. Van Bramer used to work for the Queens Public Library president.

“Who are you to question my integrity ?” the new Majority Leader reportedly shouted at Councilwoman Elizabeth Crowley (D-Middle Village) after she raised concerns about the Majority Leader's objectivity. “How dare you ?" Councilmember Van Bramer demanded before he accused Councilwoman Crowley of bieng out of line. "You’re out of place and out of order,” he said.

If Councilmember Van Bramer is allowed to conduct the City Council's investigation into the Queens Public Library's finance scandal, he will join the new Council speaker in a murky new world of conflicts of interest in the City Council.

In the time leading up to her selection as Council speaker, Councilmember Melissa Mark-Viverito created controversy herself over the possibility that she had violated city ethics rules after Councilmember Mark-Viverito had accepted free campaign lobbying services from The Advance Group.

Progressives Make Pay-to-Play Deals In Council Speaker Race

"According to sources close to the situation, Mayor-elect Bill de Blasio has promised a number of committee leadership posts to City Council members in order to guarantee that Melissa Mark-Viverito is named Speaker come Jan. 8," The Queens Tribune reported today.

Three original members of the City Council Progressive Caucus, Julissa Ferreras (D-East Elmhurst), Jimmy Van Bramer (D-Woodside), and Daniel Dromm (D-Jackson Heights), were reportedly offered leadership posts in exchange for supporting Ms. Mark-Viverito's speakership.

Ms. Ferreras would be named the Majority Leader, whilst Mr. Van Bramer would be named as chair of the Finance Committee, and Mr. Dromm would head the Education Committee.

The backroom deals that reportedly secured Ms. Mark-Viverito's speakership also included an offer to David Greenfield (D-Brooklyn) to head the Land Use Committee "as a means of swaying Brooklyn," The Queens Tribune report added. Committee chair assignments in the City Council come with annual bonuses called a payment in-lieu-of expenses, more commonly referred to as "lulus." Lulus can range from $4,000 to over $20,000.

What Makes The Committee Assignment Offers An Example Of Pay-to-Play ?

It’s the votes that the City Council members must “pay” to select Ms. Mark-Viverito as the next speaker in exchange for receiving the lulus that come with the committee chair assignments.

The quid pro quo is revealed in the threat that was reported in The Queens Tribune, namely, that "If you're not with them, you're not getting a committee" assignment and the lulu that comes with it. This is what makes it pay-to-play.

Granted, we don't normally think that the inducements involved in securing the votes of City Council members as pay-to-play, but when players are told that the "price of admission" is framed as a vote for a Council speaker candidate, that's another way to examine the speaker candidate votes in order to receive plum Council committee assignments and lulus.


That these Council leadership posts, and the valuable lulus that come with them, are being doled out in backroom deals proves that some amongst the next class of powerful Council leaders will owe their allegiance directly to the mayor, betraying democratic principles of separation of powers and checks-and-balances between the mayor's office and the municipal legislature.

In years past, it was widely reported that the out-going Council speaker, Christine Quinn, awarded (or withheld) Council leadership posts as a way to recompense her allies (or to punish her critics). Speaker Quinn defended this practise as a way to bring "discipline" to the City Council, which was code for being able to exert the power to single-handedly control the Council's legislative agenda. The use of committee assignments and lulus as inducements to support a Council speaker candidate would appear to be a continuation of corruptive coercion over City Council members. Speaker Quinn's own ascension to power was clouded by the influence of lobbyists and special interest groups, including County Democratic bosses, compounded by the distribution of Council leadership posts and lulus.

The political ethic of progressivism is supposed to be about delivering reforms, not exploiting the possibility of pay-to-play. Indeed, The Queens Tribune report indicated that City Council members were being pressured into supporting Ms. Mark-Viverito's speakership. "If you're not with them, you're not getting a committee," one source told The Queens Tribune. The campaign promises by this bunch of progressives to administer the city differently from the outgoing administration are about as credible at this point as Speaker Quinn's recent protestations that she had remained faithful to her progressive roots. If there is any difference, it is that the next class of elected officials is already selling out, before they even take their oaths of office.

Left unsaid is whether these latest allegations of pay-to-play will lend urgency to other investigations into possible violations of campaign finance and ethics regulations connected to Ms. Mark-Viverito and to the lobbyists working on her speakership campaign.

The ''Clash of the Titans'' to select the next speaker between the Democratic County bosses and their lobbyists vs. the new ''progressives'' and their lobbyists is escalating. Ms. Mark-Viverito is now threatening to fire all central Council staff that have loyalties to the Democratic County Bosses. Isn't this a violation of civil service regulations ?
